Experts weigh in, with Justin Brookman of the Center for Democracy and Technology saying that the bipartisan nature of the bills might give them a chance of moving, and Amy Mushahwar of Reed Smith saying that despite the momentum of some of the bills, "my enthusiasm is tempered by the calendar, given the looming election season."
