The European Commission has been weighing how to best address issues around online tracking, The New York Times reports, and while there appeared to be some consensus around a self-regulatory model earlier this year, "regulators representing EU member states, backed by consumers' rights groups, are balking at the voluntary arrangement, which they argue does not adequately protect individuals from unwittingly permitting marketers to collect personal data." The report focuses on the push-and-pull between calls by consumer advocates for an opt-in mandate as part of the revised EU Data Protection Directive and the industry position that such a move would be "cumbersome" and using an opt-out model "fits with the needs of today's Internet users."
