Representatives from the University of Maryland and Target—organizations that have both suffered large data breaches in recent months—along with the Federal Trade Commission, Visa and others, testified before the Senate Commerce Committee yesterday on protecting consumer data and fighting cyber-attacks. Commerce Committee Chair Jay Rockefeller (D-WV) said Target’s breach could have been thwarted, and, ultimately, its top executives were at fault. University of Maryland President Wallace D. Loh testified about the nature of the school’s breach that compromised the sensitive data of approximately 310,000 current and former students and staff.
