Head of General Legal Affairs and Anti-Fraud Office

Dr Chiara Bortoluzzi is the Head of the General Legal Affairs and Anti-Fraud Office of the European Medicines Agency (EMA).

She joined the EMA as a legal counsel advising on pharmaceutical law and regulatory matters and she now leads the team of lawyers in charge of ensuring the legal compliance, mitigating the legal risks and addressing potential deceptive practices. Chiara’s team provides also legal advice to the DPO to ensure compliance with the data protection legislation.

Before joining the EMA, Chiara was working in Brussels for the Italian Ministry of Foreign Affairs at the Permanent Representation of Italy to the EU and for the Direction General Health and Food Safety of the European Commission. She trained in leading international law firms advising clients on a wide range of matters relating to corporate law and governance, compliance and global corporate investigations. Chiara started her career in academia in Paris, where she was a researcher in EU law and pharmaceutical law.

Chiara received her legal education in Italy, France and Belgium and she is qualified in Italy. Her educational background includes law degrees summa cum laude from the University of Pisa and the University Paris II Panthéon-Assas. She is an alumna of the Sant’Anna School of Advanced Studies (Pisa) and of the Ecole Normale Supérieure (Paris) and she holds a LL.M. degree in EU Law from the College of Europe (Bruges). She earned her PhD in Law from the University Paris II Panthéon-Assas.
